Two arrested in connection with homicide of Donovan Russell

SOUTH BEND, Ind. -- The St. Joseph County Prosecutor's Office announced it charged 23-year-old Savannah Ragan, of South Bend, and 27-year-old Amante A. Vazquez, of Michigan City, on Tuesday regarding the fatal shooting of 25-year-old Donovan Russell on July 29.

Vazquez is charged with Murder, a Felony, along with a Firearm Enhancement, while Ragan is charged with Aiding, Inducing or Causing Murder, a Felony.

The sentencing range for Murder carries a sentence of 45 to 65 years, and the sentencing range for Firearm Enhancement is five to 20 years.

The sentencing range for Aiding, Inducing or Causing a Murder carries a sentence of 45 to 65 years.

Both suspects are at the St. Joseph County Jail with no bond.

Vazquez’s initial court date is Aug. 4, while Ragan’s initial court date is Aug. 11.

According to the probable cause affidavit in this case, officers with the South Bend Police Department responded to audible gunfire in the 3900 block of Sheridan Plaza on July 26.

Police arrived to find Russel with a gunshot injury to his head. He was pronounced dead on scene.

Officers on scene then located about thirty spent rifle casings in the street in front of where Russell was found, plus five more by his body.

Russell’s still running car had bullet holes in the direction facing the street, and during the investigation detectives spoke with multiple witnesses.

Witnesses told police shortly before the shooting they saw an unfamiliar, dark, four-doored car with a spoiler parked across the street.

One witness said when he went outside to walk the dog, a man standing by the unfamiliar car confronted him. The man was said to be holding a rifle and said he was looking for Russell.

The suspect told the witness he was watching them through the windows of the house.

Another witness said they came outside when she heard raised voices. The witness saw the suspect with a rifle and described him as a Hispanic man with curly black hair.

The suspect said he was the boyfriend of a woman named Savannah, whom officers have identified as Ragan, with whom Russell has a child.

A witness then heard the suspect make comments about shooting Russell, and she tried to persuade him not to, before taking the other witness back into the house to call 911.

Witnesses say shortly after reentering the house, that's when they heard gunfire.  Vazquez was then identified Ragan’s current boyfriend.

In Facebook and BMV photographs of Vazquez, he appears to be a Hispanic man with curly black hair. One of the witnesses performed a photo array lineup with a BMV photograph of Vazquez but was not confident enough to make a positive identification.

Police say Vazquez has a 1999 black Lexus GS4 fitted with a spoiler, registered to him at his address in Michigan City, Indiana.

Authorities say traffic cameras on US 20 showed Vazquez’s Lexus leaving Michigan City eastbound, toward South Bend, about an hour and twenty minutes before the shooting.

Investigators requested and received cellphone location data for a phone number connected to Vazquez, and the data showed the phone in the area where the photograph of the Lexus was taken leaving Michigan City.

Police say it also showed the phone arriving in South Bend about 40 minutes before the shooting, and two calls placed to Ragan around Sheridan Plaza, about six minutes before and four minutes after the shooting.

Documents state home surveillance footage around Sheridan Plaza shows a dark car resembling the Lexus leaving the area of Sheridan Plaza. Two streets over from Sheridan Plaza, footage shows the car stopped and a person with curly dark hair get out before concealing an object in the car's trunk.

A few hours after the shooting, officers located the Lexus about two miles from the scene of the shooting. Police were also given screen captures of conversations between Ragan and Russell earlier in the evening.

In the messages, Ragan demanded that Russell "drop [his] lo[cation].” She and Russell also had brief calls following the demand. According to Russell's family, he lived in his car without a fixed address.

Detectives later spoke with Ragan, who told detectives that their conversation turned into an argument when he criticized her parenting of their child in common.

She went on to say Vazquez also argued with Russell over the phone, and that Vazquez then drove from Michigan City to South Bend in his black Lexus after the argument.

She confirmed to authorities that Vazquez owned a rifle, and that she spoke with him after the shooting.

She said Vazquez told her he was “sorry” and that Russell fired on him first. Ragan told detectives after Vazquez abandoned his car in South Bend, she attempted to arrange a ride for him back to Michigan City.

When detectives finished interviewing Ragan, they learned from Vazquez’s cellphone location information that he returned to the area of her apartment.
