NOW: Karl King Tower not designated ’Chronic Problem Property’ despite push from SBPD

SOUTH BEND, Ind.--- ABC57 continues to report on the chaos at Karl King Tower in South Bend and the ongoing complaints from its elderly and disabled tenants.

The 12-story building, located at 515 E. Monroe St., just south of downtown South Bend, is nearly 50 years old, with repeated problems from broken elevators to lack of heat in the winter months, as well as crime and personal safety.

However, it has not been designated as a chronic problem by the city just yet. This comes after South Bend Police officers held a town hall with residents to announce their efforts to give the 219-unit tower that designation, which would increase enforcement authority.

Friday, ABC57 exclusively received the following update from the South Bend Police Department (SBPD) in these statements.


Statement Regarding Karl King Tower

The South Bend Police Department is aware of community concerns related to quality-of-life issues at Karl King Tower. We are working collaboratively with city partners, on-site management, and property ownership to address these concerns. The department will continue to respond to calls for service and share relevant information with city entities and management within the scope of police enforcement.


Statement Regarding the Chronic Problem Property Ordinance to Karl King Tower

The South Bend Police Department has reviewed calls for service associated with this property in relation to South Bend’s Chronic Problem Property Ordinance, S.B.M.C. 13-155 to 13-161. At this time, the property has not been designated as a Chronic Problem Property per the Ordinance. SBPD will continue to monitor calls for service and coordinate with city partners, on-site management, and ownership to address quality-of-life issues within the department’s enforcement authority.

Also to note, the Chronic Problem Property Ordinance is being reviewed by legal and key departments. Substantial updates to the ordinance will be forthcoming with Common Council review and approval.
