Man faces several charges for allegedly touching self at playground

SOUTH BEND, Ind. -- Court documents from St. Joseph County reveal Charles Schuler was arrested on a warrant and pleaded not guilty on Sept. 17 regarding an incident from May 23, 2024.

Schuler's arrest warrant was issued on Oct. 24, 2024.

Schuler has been charged with Public Indecency, a Misdemeanor, and Public Nudity-Appear in a Public Park in a State of Nudity, a Misdemeanor.

Schuler is due in court on Oct. 23 for a dispositional hearing.

On May 23, 2024, around 10:55 a.m., two witnesses told South Bend police they saw a man, later identified as Schuler, standing outside his vehicle touching himself in the parking lot of the playground at Rum Village.

One of the witnesses told police he saw Schuler touching himself while looking at children on the playground.

The witness parked next to Schuler then told him to stop, at which point Schuler drove off.

The witness was able to take a photo of Schuler's vehicle, which allowed officers to trace the license plate back to him.

Schuler also matched the witnesses' description of the suspect.

A witness told police the children were within 30 feet of Schuler during the incident.

Detectives obtained a search warrant for Schuler's cell phone data to track his location on the day in question.

Detectives saw his cell phone went to a park in Niles around 9:10 a.m. until about 9:40 a.m., then traveled to the area of Rum Village around 10:15 a.m. until about 11:35 a.m.

Detectives determined the park in Niles also had a playground about 250 feet from where the cell phone was located.
