ELKHART, Ind. -- A groundbreaking took place in Elkhart on Thursday for a brand new 250-unit development that plans to bring much needed housing to the city.
The Flats at Pinecreek is one of many housing developments coming to Elkhart as part of the larger investment strategy under the city's Aspire program.
