ROCHESTER, Ind. -- A Rochester City Council member is facing charges for allegedly offering cash and drugs to a minor in exchange for sexual favors, according to court records.
Gary Clevenger Jr has been charged with child solicitation, sexual misconduct with a minor, contributing to the delinquency of a minor and child neglect.
During the investigation, the victim told investigators they stayed in Rochester in the summer of 2019 and had being doing odd jobs for Clevenger and some neighbors.
One day when the victim was climbing a ladder, Clevenger offered the victim $10 for every second Clevenger kept his hand on the victim's buttocks, reports said. The victim said they earned $40.
Clevenger allegedly offered the victim $200 for oral sex and paid the victim $50 for the victim to sit on Clevenger's hand, according to the probable cause affidavit.
The victim also told investigators Clevenger paid them in marijuana in some instances, according to reports.
Clevenger was charged on January 31 and was booked into the Fulton County Jail on the same day.
He has since bonded out of jail.
