51-year-old man has altercation with flagger, arrested for OWI, and never receiving license

LA PORTE COUNTY, Ind. -- The La Porte County Sheriff's Offices reports deputies responded to the area of Wozniak Road and Surrey Lane regarding a verbal altercation between a motorist and a 27-year-old flagger.
The flagger was an employee of a service company performing work in the area and the motorist drove off after the altercation.
Authorities say a Flock Safety camera captured the suspect vehicle in La Porte.
The vehicle was then located in downtown La Porte and a traffic stop was made, with the suspect pulling over in the parking lot of McDonald's on Pine Lake Avenue.
The driver was identified as 51-year-old Philip Q. Hoopingarner.
Hoopingarner was asked to exit the vehicle and was taken into custody after it was determined he had never been issued a driver’s license, and he was a wanted person by authorities in Lake County.
Authorities say Hoopingarner also exhibited indicators of being impaired by alcohol.
He was taken to the La Porte County Jail without bond and charged with Operating While Intoxicated, C-Misdemeanor, Never Receiving a License, C-Misdemeanor, and Failure to Appear Warrant – Hold for Lake County.
