Former SBCSC Superintendent Cummings negotiating contract in Phoenix

SOUTH BEND, Ind. -- Earlier this week, the Paradise Valley Unified School District, located in Phoenix, Ariz., voted unanimously to enter into contract negotiations with Dr. Todd Cummings to become the district's new superintendent.

Throughout the selection process, Dr. Cummings demonstrated a deep passion for students and teachers and the mission of public education. His professional experience and accomplishments will provide PVUSD the opportunity to build upon our rich traditions and successes, expand our parent and community partnerships, and continue supporting students on their many journeys of excellence.” Anne Greenberg, PVUSD Governing Board President.

In Mid-February, Cummings resigned as South Bend Community School Corporation Superintendent.

Cummings will receive a pro-rated version of his regular pay (186k/year) until June 30 and also receive a $225,000 lump sum to buy out the remainder of his contract.

In a release by the Paradise Valley Unified School District, Cummings is touted as" an award-winning educator with over twenty-five years of experience in the field of education, including strategy, compensation and evaluation, and human resources and as of February 2025 is retiring as the superintendent of the 14,600 student South Bend Community School District."

The PVUSD lists some of Cummings' achievements and successes as:

  • Increasing student literacy achievement and graduation rates to the highest in 50 years
  • Reducing teacher turnover and enhancing teacher quality by providing professional development opportunities, mentoring and pipeline programs, and competitive compensation and benefits
  • Improving school safety and discipline by establishing clear policies and procedures, promoting positive behavior interventions and supports, and fostering a culture of respect and responsibility
  • Enhancing community engagement and trust by creating transparent and accountable systems, soliciting feedback and input from stakeholders, and celebrating the achievements of students and staff.

As current contract negotiations play out, Cummings is scheduled to start with the PVUSD on July 1, 2025.

The SBCSC hired Mansour Eid as interim superintendent in late February. 

"I couldn't be happier," says Jesus Pedraza, a current administrator at South Bend Schools. "I think Mr. Eid is the right person to take us where we need to go. He's a person with integrity, he's honest and I think our community has shown that they back him as well. I'm super glad the board made that decision."
