Man accused of crashing vehicle while high, causing second vehicle to crash

ELKHART COUNTY, Ind. -- An Osceola man is now charged after he was found unresponsive following an alleged single-vehicle hit-and-run crash.

Police were called by a woman who reported that she was following a possibly intoxicated driver who was now stopped in the parking lot of a business. The caller stated the driver was heading east on Old US 20 in Elkhart when he hit a pole and continued driving.

When an officer arrived at the parking lot, the driver, identified as 31-year-old Ryan Perkey, was found in the front seat of a Honda unconscious.

Perkey reportedly showed signs of drug ingestion, leading the officer to administer Narcan and perform a sternum rub until Perkey became conscious.

Perkey was observed by medics but refused any medical attention before being placed in handcuffs.

The officer asked Perkey if he knew where he was and what happened. Perkey explained that he had just bought what he believed to be Oxycodone from someone in South Bend to help with pain in his leg.

He then attempted to drive to his home in Osceola but admitted he did not remember anything after leaving.

A separate officer then left to locate the site of the alleged hit-and-run crash Perkey caused. When he arrived at Old US 20 and Kollar Street, several cars were stopped surrounding a downed pole and power lines, with people attempting to redirect traffic.

The officer spoke to one woman who said she had crashed into the already-downed pole shortly after the initial incident had happened. She reported being distracted by people waving at her in the road, so she did not see the pole.

While investigating, officers spoke to several others who reported witnessing Perkey's vehicle leaving the road and hitting the pole, before getting back on Old US 20.

Another responding officer searched Perkey's vehicle for evidence that he had a pill in his system at the time of the crash. A small clear baggy with a dark rocklike substance was found in the front cup holder.

The substance was later tested and was positively identified as morphine. Two pill containers were also found in the vehicle, with one containing Lisdexanfetamine, a drug primarily used to treat ADHD. The other container held Alprazolam pills, used to treat anxiety disorders.

Perkey is charged with Possession of a Narcotic Drug, a Level 5 Felony, Unlawful Possession or Use of a Legend Drug, a Level 6 Felony, Operating a Vehicle While Intoxicated Endangering a Person w/prior conviction, a Level 6 Felony, Possession of a Controlled Substance, a Misdemeanor, and Leaving the Scene of an Accident, a Misdemeanor.

Perkey's initial hearing is set for Oct. 14.
