Elkhart City council unanimously advances a temporary moratorium
ABC 57 ELKHART, Ind. -- The Elkhart City council unanimously advanced a temporary moratorium.
It will now be a special meeting on Aug. 27, where public comments will also be heard.
The special meeting will let the council pass it on second and third readings.
The special meeting allows the council to take advantage of a 10-day window that will allow the council to study the impacts and set appropriate standards for future development.
"We want to expedite that to make sure that the data centers, the battery storage things don't come to us without us having the ability to take a year to look at it and see what's best for our community, what best fits our community, and even if it fits our community," said Arvis Dawnson, Councilman at Large and Council President.
Dawnson continues to say, "We plan on visiting a couple of cities where there are data centers, talking to mayors who have had them in their community, seeing what kind of proposals have been presented to them and how they've worked out for those different communities," said Dawnson.
If passed, the moratorium would not ban data centers but would pause new applications for the data centers, while the city conducts a comprehensive review.
As part of the ordinance, City staff and the Plan Commission will evaluate:
- Electrical grid capacity and reliability
- Water, wastewater, and stormwater impacts
- Fire and life-safety requirements
- Air quality, noise, and vibration
- Traffic and site operations
- Appropriate locations, setbacks, and buffers
- Sustainability and environmental impacts
- Economic benefits, infrastructure costs, employment, and other long-term community impacts
A final vote will take place during the special meeting in the Council Chambers on Aug. 27 at 6 p.m.
