SOUTH BEND, Ind. -- A South Bend Common Council Rules Committee Meeting devolved into an argument over who gets to sit where.
Councilman Oliver Davis Jr. refusing to budge, after Rules Committee Chairwoman Rachel Tomas' Morgan asked him to leave his normal seat at the dais because he is technically not a member of the Rules Commitee, and it was apparently set to go into executive session.
ABC57's Jackie Bauer was at the County City Building in downtown South Bend where Oliver Davis Jr. held a news conference alleging racism and discrimination started the dustup.
