New plans approved for Harbor Shores development

ST. JOSEPH, Mich. -- In a unanimous vote, St. Joseph City Commissioners approved a new Harbor Shores TIF Brownfield Plan after Michigan State Housing Development Authority rejected the prior proposal.

According to MSHDA, the previous proposal would have provided a low amount of affordable housing, and the planned marina was not eligible for TIF reimbursement.

The new, MSHDA-approved plan removes the request to reimburse the marina at the state level and includes an increase from 20 affordable units to 40. In this case, affordable units are defined as units whose cost is at or below 120% of the AMI, or up to $88,560 for a two-person household.

The new Harbor Shores project includes 83 townhomes, 27 courtyard homes, 20 loft condos, 24 rental apartments, and 38 villas. The TIF amount is now $57 million.

The Berrien County Board of Commissioners is expected to formally adopt the new plan at their Thursday morning meeting.
