Elkhart City Hall to open late on Halloween for repair work

ELKHART, Ind. -- The City of Elkhart announced on Tuesday afternoon that this coming Thursday, Oct. 31, the Elkhart City Hall Building will be opening two and a half hours later than normal, at 10:30 a.m.
The late start is to allow time for water line repair, according to city officials.
