Good Question: Is South Bend better off since Mayor Pete was elected?

With the race for DNC Chair coming down to the wire and the possibility of Mayor Pete Buttigieg leaving South Bend, ABC 57 News set off to downtown South Bend to ask this good question:
Is the City of South Bend better off today than it was five years ago since Mayor Pete took office?
