SOUTH BEND, Ind. -- Despite the cool temperatures, city of South Bend employees spent Thursday morning at the South Bend Vet Center planting tulip bulbs.
Mayor Pete Buttigieg and several city employees, who are also veterans, helped plant the bulbs.
The bulbs were placed in the shape of an American flag on a hill.
